Policy Support of Navigation and Dredged Material Management Projects

Why EcoLogix Group was engaged:

A seaport client was concerned that the that the Corps’ base plan for dredged material management cost sharing might be inconsistent with other federal policy and requirements relating to nutrient and sediment loading in a sensitive water body. The client requested a review and analysis of federal and state requirements.


How EcoLogix Group Responded:

EcoLogix Group prepared a detailed legal and policy review of USEPA, USACE, and state policies and programs that address sediment and water quality as applied to dredged material placement in open waters of a nationally important waterbody. This included interpretation of Federal Total Maximum Daily Load (TMDL) requirements as applied to the Corps maintenance dredging practices in conjunction with the “Federal Standard” (Base Plan).


Outcome:     

Client used this information to inform internal decision-making regarding its dredged material placement program and was better prepared to brief elected officials and key stakeholders on cost differential, when needed
