Robert provides navigation and environmental program expertise to EcoLogix Group’s clients, bringing vast federal and private sector experience in strategy development, issue resolution, and development of integrated solutions to water resources management and environmental issues. Robert leads EcoLogix Group’s federal policy review practice for seaport clients and others and provides water resources planning support

He is a participant in the Quality Partnership Initiative of the American Association of Port Authorities and the U.S. Army Corps of Engineers (USACE), developing collaborative solutions to legislative, project delivery, and communication issues in the navigation community. He leads EcoLogix Group’s work supporting project development, justification, and federal processing of navigation and dredged material placement projects.  He is a stormwater management specialist in Pennsylvania.

Robert brings direct experience to EcoLogix Group in the planning and operations processes of USACE that are essential for implementation of navigation projects. His expertise includes project planning and authorization, budgeting, appropriations processes, USACE Civil Works transformation and modernization, and Water Resources Development Acts.

He has in depth understanding of various Civil Works authorization and post-authorization reports including feasibility studies, reevaluation reports, and Chief’s Reports required for congressional authorization for project construction. In addition, he has provided civil works planning and policy interpretation to assist clients in advancing their projects through USACE, the Assistant Secretary of the Army for Civil Works, the Office of Management and Budget, and Congress.

As chief of the Operations Division for the Baltimore District of the U.S. Army Corps of Engineers, his responsibilities included operation and maintenance of more than 100 navigation projects. Robert also served as chief of the Planning Division for the Baltimore District for 8 years supporting Chesapeake Bay restoration projects and interagency initiatives. He served as the strategic water resources planner to the U.S. Africa Command, North Atlantic Division. He also served as USACE staff assigned to  the House Energy and Water Appropriations Committee and as a participant on various river basin and watershed restoration initiatives. Robert also spent 10 years doing national and international environmental consulting for EA Engineering, Science, and Technology.

Robert has a Master of Science in Business Management from The Johns Hopkins University, a Master of Arts in Geomorphology and Geography from Binghamton University, and a Bachelor of Arts in Geography from The State University of New York at Albany.

Robert enjoys traveling, hiking, and gardening. He is a Certified Master Watershed Steward through Penn State Cooperative Extension and volunteers for a non-profit organization serving the Latino community in Norristown, PA.
