Rick directs operations and ensures that high standards of service and expected outcomes are maintained throughout the organization. He has an extensive track record of assessing client needs and assembling project teams to provide creative solutions to a wide range of challenges and opportunities. For example, his understanding of the U.S. seaport industry has helped clients address new fiscal realities in the federal process for authorization and appropriations for navigational improvements.
Prior to joining EcoLogix Group in 2004, Rick served in the public sector for over 30 years where he managed a wide variety of operational, policy, and planning functions for both local and state government. He was Maryland’s first Director of Statewide Conservation Programs, and held subsequent posts in the Maryland Department of Transportation where he managed the development and implementation of the transportation components of Maryland’s Smart Growth initiative.
Rick is a Sustaining Member of the American Association of Port Authorities (AAPA) holds membership in the Baltimore Port Alliance, the AAPA Environment Committee, the AAPA Harbors and Navigation Committee, and the AAPA Air Quality Work Group.
